delay. let's go back to the desk. thank you, sal. we begin with our continuing coverage of the boston bombing case. one week ago today tragedy. two men made bombs that exploded at the boston marathon. four people are dead. one of those is the suspects. the other one continues to recover from wounds. and several injured in boston area. brian flores is in our newsroom with the events happening today. brian. >> reporter: the city of boston continues to move forward. they are calling it boston strong. but this morning there are questions in boston about the lone surviving suspect what charges he may face and why he and his brother created bombs. now the loan suspect remains in the hospital this morning. his condition is serious. we are hearing this morning as well, he is able to communicate by writing things down. he's having a tough time because of a self-inflicted gunshot wound during gun battle with police. he may also face charges today

as well. one thing that is coming out of this today is the political battle on how to question him. authorities say he cannot be tried through military commission because he is an american citizen and it's still too early to see if there are lungs to terrorist organizations. >> it is really very clear to me that the course that can be taken you've got the high value interrogation group. they are skilled. they know how to do this. the miranda right can be read at a later time. >> reporter: lawmakers agree it's important to gather intelligence from him to save more american lives. that investigation continues. meantime the victims continue to mourn. this morning a private funeral for 29-year-old crystal campbell will be laid to rest just outside of boston. at 11:50 a.m. our time that is when a moment of silence will be held.

live in the newsroom brian flores. tonight runners in marin county will honor victims of the boston bombings. they will take part in a 2.5- mile race that begins at 6:45 at ross park. runners are encouraged to wear blue and yellow clothing. the official colors of the boston marathon. for more information on the boston bombings you can go to our website ktvu.com to see a special section with more details and information. time is 6:03. the furloughs of air traffic controllers has started. tara moriarty is live at sfo now to tell us how travelers are reacting. tara. >> reporter: a lot of the passengers we have been speaking to this morning have been saying that congress needs to get its act together. if you take a look behind me, there is the air traffic control tower right there. and fewer controllers is something a lot of people are not excited about. saying the fat can be trimmed

in other ways. traffic ramps upstarting this morning due to the business week. and because of government budget cuts all air traffic controllers must take one day off every two weeks. that means most towers will lose one controller every day maybe more. planes will have to take off and land less frequently so not to overload the remaining controller ons duty. that translates to longer lines at the airport. folks here at sfo says the government should make cuts elsewhere. >> it's ridiculous that they furlough people when it's air traffic. these are the people that keep the planes not from hitting each other. >> reporter: yesterday sfo and ma theta reported no problems. but oakland did experience delays from flights out of l.a.. sources inside the air traffic control tower here at sfo said four workers were furloughed yesterday. meanwhile 100 contract towers

in small airports across the country are scheduled to shut down in june. we have noticed only one plane has been canceled. it's a flight out of new york. we're not sure to the exact reason for that. it can have nothing to do. we will check on that for you and monitoring the screens this morning and let you know if we see any flight cancellations or delays. live from sfo i'm tara moriarty. time is 6:04. now we are hearing the frantic 911 calls made after that deadly explosion last week at a fertilizer plant in west texas. >> there was an explosion and our house all the windows were blown in. >> at least 14 people consider killed. 200 others were hurt. ten of those that were killed were first responders. >> listen to me. i got a nursing home and animal

station and air evac. i need as many as east texas trucks you can send this way. >> over the weekend 200 evacuees were able to go home but they are still facing strict curfews and have little access to water and electricity. a san jose woman who is accused of stealing a car with a baby inside is expected to enter a plea in court. carla hernandez is facing charges that include kidnapping, child endangerment, and car theft. police say she stole a car with an 11-month-old girl in the backseat after a woman left the keys in the ignition last month. there was an amber alert issued and about five hours later police found that car abandoned with the little girl inside. the child was not hurt. a south bay traffic force is reaching out to young gang members in their hospital beds top try to get them to change their ways. san jose police say gang violence is a major reason behind a spike in homicides, robberies, and aggravated assaults. when gang members become

victims of gang violence, many end up at santa clara valley medical center where they try to get them out of the gang. >> we get in there in that little window, all of a sudden we have made an impact they that start to realize you know what, i almost lost my life but i have a chance to make some changes so i don't end up back here. >> the mayor's task force offers services and resources to get gang members back to work or school. 1 teenagers and young adults have given permission for a visit from the task force. we have more insight into the day tails and cost of the new san francisco 49ers stadium. fans can anticipate a $25 million electrical system that will allow 12,000 people to charge their cell phones at the same time. people can also fork out $500 to attend a joe montana autographed signing. or $150 to see coach jim

harbaugh at stadium preview event. the new stadium will cost $1.2 billion when all is said and done. your time is 6:07. there will soon be more options if you ride the ferry between south san francisco and the east bay. starting next monday, they are adding a 6:20 p.m. trip. right now the last ferry leaves at 5:20. now ridership has been down so the ferry operators are hoping that adding more evening trips will attract more commuters. they also hope to attract more tourists and school trips. we are looking at the bridge pam and dave. and westbound bay bridge is becoming more crowded as you come up to the pay gates. even though the metering lights are not on. that is why you have that big empty spot there for the fast track. but once they turn the metering lights on at 6:15 that empty spot will go away. looking at the san mateo bridge it looks pretty good.

there was a car fire westbound 92 near industrial. it's on the shoulder. could cause slow traffic on the way to the san mateo bridge. this morning if you are driving on 92 over to 101 traffic there looks good. 6:08 let's go to steve. thank you, sir. a very good morning. clear skies out there after a very warm weekend. very warm today. although watching fog to the south not here yet and fog offshore. they are trying to get together. not yet. clear skies clear to warm. and very warm with a late sea breeze. so sunny skies warm to hot. possible records today. it will be close i think we fall just short. high pressure and kind of an offshore breeze. it's not consistent. i mean it's a little bit there. but there is still a hint of a westerly breeze. generally wind is on the light side. upper 80s to near 90. you really need to get near 90- degrees. it will be close but i think a cop l degree -- i think a

couple degrees short. it will be still be warm. still about 10-15 degrees above average. in fact san francisco going 75. but i hit that at noon today and started to drop the templater today. i think that sea breeze gets a little closer. there is signs of it there. it's always a really tricky call when that sea breeze kicks in. tomorrow no doubt about it. 46 novato and also napa. that is pretty cool. look at fairfield 62 with more of a north wind. for some it's on the cool side. for others it's on the warm side. there is a little east breeze calm. but that is the direction the wind is coming from. and there has been one toward sfo and oakland. some fog to the north coming down the coast. fog in southern california roaring up the coast. but it's not here yet. it's working its way past now. snow is still in the forecast from the dakotas heading toward minneapolis today. there is severe weather out ahead of it.

welcome back to the county v channel 2 morning news. there is new developments from afghanistan. we just found out 11 people were on board a helicopter that were taken hostage by the taliban. earlier reports say there were

nine people on board. they were captured after their helicopter made an emergency landing in bad weather. they landed in an area controlled by insurgents. at a press conference in kabul nato officials says all of the passengers are civilians. eight are turkish engineers and the pilot is from afghanistan. the nationality of the other people on board are not clear. nato says no one from the u.s. was on board. >> we are assisting the afghan authorities in search for this helicopter. and this is all i can tell you for the time being. >> at this point nato says they do not know the condition of the hostages. also new this morning, police are investigating a shooting at an apartment complex south of seattle that killed five people. when police arrived at the complex in federal way last night they found two injured men on the ground. police say they shot one of the men after he reached for a gun. officers then found three other

victims throughout the complex. police say it appears the shooting happened after a fight. the investigation goes on into the boston marathon bombings. lawmakers in washington, d.c. want more answers from the fbi. as ktvu kyla campbell reports from our washington, d.c. newsroom some say the fbi tried to track those suspects. >> reporter: there were red flags with bombing suspect number one. the russian government asked the fbi to interview him two years ago. the fbi interviewed him but said it didn't find any evidence that tamerlan tsarnaev was involved in terrorist activities. the fbi didn't follow up with him after he took a trip to russia scene chechnya. personally because russia did not give information to the fbi. the fbi doesn't have the manpower to keep tabs on every person they receive tips about. especially those like tsarnaev are already deemed not dangerous by the fbi.

>> the ball was dropped in one of two ways. the fbi missed a lot of things. our laws do not allow the fbi to follow up in a sound, solid way. >> reporter: there is a good chance lawmakers will be able to question higher ups with the intelligence community in the coming days. possibly as early as tomorrow. more of the questions they want appsed next. live in washington kyla champ bell ktvu channel 2 news. the man accused of mailing a letter containing the poison ricin to president obama is back in court today. paul kevin curtis has denied any involvement in the letter sent to the president or other letters that were sent to a u.s. senator and a judge. his lawyer days authorities have little evidence connecting him to the letters. curtis' family says he suffers from mental illness. today marks three years six bp's deep water horizon oil platform sank at the gulf of mexico after a huge explosion. 11 workers were killed in this

explosion. it caused an oil leak that continued almost three months. almost five million barrels of oil leaked into the gulf. it damaged marine and wildlife habitats as well as the gulf coast fishing and tourism industries. sal is covering traffic and starting in the south bay. what is going on? >> we are just looking at the south bay traffic getting busier pam and dave. 237 we will start there and see the traffic is getting a little bit here. it's not stop and go. it's still rather early. you probably will see some congestion here before too long. it's also a little bit slow in some areas but now add the bay bridge teleplay -- at the bay bridge toll plaza the metering lights have been turned on. we have a 20 minute delay if you're at the end of the line. and if you are thinking of delays highway 4 is delays out of antioch but the rest of contra costa county commute looks good so tar. 6:10 let's go to steve. thank you, sal.

battery systems. the process of installing them on all 50 dream liners that had been in operation will take about a week. the jets can't fly again until regulators around the world sign off on resuming flights. the faa says it will issue its final directive on the dream liner later this week. gas prices could be cheaper on memorial day then they were at easter this year. drivers will pay $4.06 a gallon in san francisco. that is down three cents a gallon if you haven't noticed in the last week. analysts say the price could go down another 20 cents before the end of next month. that is because crude oil supplies is up. time now 6:21. doctors they are warning teenagers not to do something that is becoming real popular among kids. what some teenagers are now doing and why doctors say it's very dangerous. we have new information about the deadly avalanche in

time now 6:24. a group of experienced snow borders killed in the colorado avalanche over the weekend were

out there testing out avalanche safety equipment. this is all part of a community event promoting back country safety. a 650-foot wide avalanche buried five men. there was a sixth snow border out there too but he managed to dig himself out. authorities released the names and ages of the victims. they range in age from 32 to 36 years old. doctors want parents to know about a dangerous prank growing in popularity among teenagers. it's called the cinnamon challenge. if you haven't heard of the cinnamon challenge it involves daring someone to swallow a spoonful of cinnamon in 60 seconds without water. it usually results in the person of spitting out a cloud of cinnamon. lately some people have been hospitalized because of the prank. the prank can cause choking, throat irritation, breathing problem, and even collapsed

lungs. doctors are advising parents to talk to their children and advising them to just say no. they have a candidate in mind for the nut superintendent job. school board member gary yee has stepped forward for acting superintendent. yesterday's announcement comes as the current school superintendent tony smith plans to resign in june because of family reasons. they almost take a vote this wednesday. yee by the way has previously served as a schoolteacher, principal, and administrator in the school district. time now 6:26. let's check the roads again. sal, how are we looking? >> we are looking okay. so far it has been a mild start to the monday. not too bad. especially in the south bay you can see northbound 280 traffic continues to look good. it's been very nice on this monday. 17 over the mountains. no major problems. and 680 as you drive from pleasanton heading down south it should be pretty good.

with investigators. meanwhile though this is a tough day, a tough week in the city of boston because memorial services are starting up. people waited in line sunday evening to pay their respects to crystal campbell. >> everybody is coming together to make sure the family is doing well. >> reporter: the 29-year-old was one of three killed last week in the boston marathon bombings. this will likely be a week marked with tears. if families say goodbye to the victims. >> i hope god will give a lot of strength to her. >> reporter: at the same time authorities are forging ahead with their investigation. they want to know exactly what the motive was for the deadly attack and how it was carried out. the person with the most questions to answer is 19-year- old dzhokhar. he remains hospitalized with serious injuries including a gunshot wound to the neck. >> it's hard to say how he received that injury. there was a shootout in watertown. >> reporter: his older brother

tamerlan tsarnaev also wanted from the fbi died sunday morning with a shootout with police. authorities say the brothers may have been planning another attack. >> i told the people of boston they can rest easily. the two people that were completing these vicious attacks are dead or arrested. >> reporter: the threat may be over but the grieving and healing have only just begun. and on that note, there will be a moment of silence at 2:50 eastern this afternoon. that is exactly one week after the boston marathon bombings took place. after that bells will ring here in the region to honor those that have lost their lives as well as those in the hospital. the latest numbers on that front more than 50 victims remain in the hospital and three of them are in critical condition. >> reporter tori dunan live from boston. thank you. the oakland a's are in boston. they are getting ready to begin a series with the boston red

sox. two a's players and head coach plan to meet with young aaron hen. he suffered a very serious leg injury in the marathon bombing one week ago. a's batting coach ty waller first baseman brandon moss, and right fielder josh reddic plan to go to his hospital room before today's game. first lady michelle obama visited aaron last week. san francisco police chief greg suhr is considering a major new security move in the wake of the boston marathon bombings. alex savidge is joining us live to tell us you may be seeing more cameras out there on market street. alex. >> reporter: this is all being prompted by last week's terrorist attack at the boston marathon. and in that case we know surveillance cameras were key to catching the two bombing suspects. now already as we probably have seen, there are a lot of private security cameras up on buildings all along market street, but right now chief greg suhr is pushing to have

more cameras installed. cams as that will -- cameras that will be monitored by the police department. it will give police a continuous picture of the crowds. now san francisco already does have cameras that are set up in high crime areas but police don't monitor them in realtime. they only take a look at the video after a crime is taken place. now the chief is planning to present this idea from market street cameras during an upcoming hearing on event safety. supervisor eric marr called for this hearing in response to the boston bombings. one man i talked with a little while ago says you should give police all the tools they need. >> good idea from the standpoint of being able to monitor a crowd because of what happened in boston which was totally unexpected. you have two individuals with backpacks. you can't tell until you go through the film. yes, good idea. bad idea from the standpoint of

they will be individuals who will say it's an invasion of privacy. >> reporter: in an interview with the chronicle, chief sur said quote, it would be great every time we had a major event we had a command post where you could have a bank, of video cameras on top of having all the police and public eyes and ears that are out there. we do have a lot of large events coming up here in san francisco. the beta breakers is coming up. we also have the outside land music festival. that is why this hearing will be held soon. they will get together and instruct public safety. he is quoted by the chief of police to install police department monitored cameras here along market street. i have reached out to san francisco police this morning hoping to hear back for more details on this idea. we are live in san francisco alex savidge ktvu channel 2 news. police in richmond are investigating a shooting not far from where a brother and sister were shot and killed last week. police say a man was shot while sitting in his car last night on griffin drive.

the shooting happened near mclaughlin way where a 16-year- old boy and his 19-year-old sister were gunned down thursday night. a richmond pastor says the violence hits close to home just two weeks ago his own brother was shot. >> one of these young men shot up my grandmother's house and shot my brother who wasn't the intended victim. >> richmond police are investigating all three shootings. they have not made any arrests. time now 6:36. it could take several days to know what killed a san lorenzo woman. she was found early yesterday morning on silver leaf drive. alameda county sheriffs deputies have only described her as a woman in her 50s. investigators are trying to determine what happened. time is 6:36. a southern california raceway shut down following a crash that killed a woman yesterday. now this happened sunday morning at chuck wala valley raceway. that is 150 miles east.

she was killed when the driver of the car lost control and hit a concrete barrier. in the meantime that driver was air lifted to a nearby hospital with jor injuries. there is until word on when the raceway will reopen. vallejo little league games will be played today after a temporary suspension of games following a shooting. it happened on wednesday night in the parking lot of thurman field. shots were fired as a result of an argument between a vallejo player and a relative during a t-ball game. that family has since resigned from the little league. the little league president met yesterday with players and parents and coaches trying to ease some of their concerns. people living in a large homeless camp in san jose they are being told they've got to get out. ktvu janine de la vega is joining us live near that homeless camp where a sweep is expected to happen this morning. janine. >> reporter: we are here in an industrial area. there are no homes nearby but

what you can see especially on the ground is a lot of trash. homeless people have been coming here through this hole on this chain link fence even though there is a lot of no trespassing signs posted throughout this area. they've been coming down here to live down in encampments near coyote creek. we saw several people this morning loitering near their camp just two people we've seen have left. they told us that they were not sure where they were going to move to. city officials estimate 200 people live in this encampment and they have set up structures down here. crews cleaned up the same site removing 50 tons of trash but the homeless have moved back in. some have driven their cars down access roads to get to the camp. they plan to hire private security guards and block the access roads. this morning cleanup crews, police, animal control, and outreach workers will begin clearing out the encampment at 9:00 a.m.. the project manager says this

is a short-term solution. and funds to partner with more outreach programs and create more affordable long-term lousing for this population. now right now we are in the city budget patrol -- budget process. we will be learning more to see how much money is allocated for homeless and affordable housing. coming up in the next half hour here on mornings on 2, we plan on trying to reach out to some of the homeless here. we were warned by city officials not to go down into the encampments because a lot of times you encount aerolot of hostility. if you look out here, you can see there is movement from some of the homeless people. we haven't seen anybody actually a lot of people actually packing up only a couple people so far. but we'll keep you updated on the situation as the morning goes on. reporting live from san jose janine de la vega ktvu channel 2 news. starting today most cities in san mateo county are join the ban on plastic bags. you will need to bring your own

reusable bags to shop in more than a dozen cities in san mateo county. it's a kick off coinciding with earth day today. cleanup costs are expensive so for now on if you forget your own bag, you will be charged 10 credits. >> i feel like they are already getting money from taxes. they charge you for everything in the world. i think it's an added cost that is not necessary. >> they are messy. people throw them everywhere. they do plug stuff up. i would like it to be a little cleaner for my grand kids as they grow up. >> californian's reuse about 20 billion plastic bags every year. today some stores will hand out their bags for free. you keep your bags in the trunk and forget them so i ask people on facebook a very funny conversation going on about where people keep their bags. how they remember to bring their bags. >> after going in and having to

pay because they are in the car i'm going to start remembering them now. >> right. maybe there is the incentive. good morning, everybody. let's take a look at what we have now. we have a new crash in san francisco i want to mention. northbound 101 near the 280 interchange. one car hit the wall there. it's causing slow traffic coming up from near candle stick. let's go out and take a look at commute at the bay bridge toll plaza. westbound. you can see traffic is moving along pretty well with no major problems. if you are driving in san francisco along northbound 101 that traffic still looks pretty good past the scene. so the crash we talked about was northbound 101 near 280 but up here near the 80 split it looks very nice. if you are driving in contra costa county the busiest traffic is on highway 4. we are seeing some slow traffic in pleasant hill. let's go to steve. sal, thank you. very calm conditions. very quiet conditions. cool for some. warm for others. it won't take long to warm up

here. i still think yesterday was the warmest day. it will be close for some. there is a lot of fog roaring up the coast. it's not here yet. i think we see 70s and also mid 70s on the coast. 10:s to near -- 80s to near 90 inland. still some of that fog is coming down the coast. i know this. believe. coming down the coast and also coming up the coast. did i tell you about the weather man -- [ laughter ] southerly surge is what we call it. i think it will be into monterey. always the toughest call. highs today will be in the 70s to 80s for some. near 90s for others. really the key is we get a little bit of an offshore push but not much. mainly just high pressure. so high pressure holds its crown today. it will start to break down tomorrow but not before we have a way above average reading on the temps. 70s by the coast. possible records. they will be close.

i think we will fall just short of some of these. today it will be close. need to get really about 89-90 on some of these. i just don't see that happening. it's certainly possible. but there are a few things that are going against it today. san francisco we'll go 75. i went 75 by noon and started a little bit of a cooling trend. i think some of that sea breeze kicks in. the fog is getting really close. a little low out here will play into our weather. that will really ramp up the fog but not today. sunshine wins out. there is 40s here. it's not as warm as some. if you get that easterly breeze, then temperatures will warm. generally the wind is calm. there are hints of a westerly breeze coming up in later. heading toward monterey peninsula with a little bit of that fog. once it makes its move and the water temps are really, really cold. yet another warm day on tap for many. maybe a late sea breeze by it.

those victims. the one minute attribute will be at 11:50 a.m. west coast time. that is the exact time the first bomb went off. today could be a real test of the effects of the sequester budget cuts. it's the first weekday since furloughs of air traffic controllers took effect. ktvu tara moriarty is joining us live to tell us how the furrows could effect sfo and airports all over the country. so far flights are running very smoothly. we haven't noticed any big delays at sfo. behind me you can see the tower. that is where the air traffic controllers are. there will be fewer of them on the clock this week. passengers are not happy about it. this morning traffic is ramped up due to the start of the business week. because of budget government all air traffic controllers must take one day off. most towers will lose one controller each day. maybe more. the faa has said that planes will have to take off and land less frequently so as not to overload the remaining controllers on duty.

that will translate o potential longer lines at the airport. most pass injures we spoke to this morning say they are against the furloughs. >> congress needs to get their act together and maybe they need to give up some of their assistance that they seem to have so many of in washington. and stop bothering the normal every day people with cutting back here and there. >> reporter: yesterday sfo and san jose reported no problems. but oakland did experience some delays for flights out of los angeles. sources inside the air traffic control tower here said four workers were furloughed yesterday. and these furloughs are expected to last through september. pilot and airline organizations are suing the faa to stop the furloughs and urging the public to speak up if they experience the headaches and hassles as a result of these furloughs. we are going to be keeping an

costa traffic. it looks okay. 80 slowing down from pinole to richmond already as you drive west toward the berkeley area. and slow traffic on 880 southbound as you drive past the winston avenue exit there is a accident there. let's go to steve. thank you. clear skies. not only over san jose but everybody. not much of a breeze. things have tailed off here most locations say calm. a little cool for some. i know cassie 43-degrees. it's a little cool by the coast under clear skies. fog is getting closer. it's moving up the coast. it's also offshore. it's being held in check by high pressure. although the one at the surface is not that strong anymore. still way above average. should be in the low 70s inland. upper 80s to near 90 degrees. san francisco should be closer to 63-64 they are way above that. i went to 65 at noon and dropped that. i don't think the fog will be there, but it will be fog.

high pressure holds its crown a little low out here will play to southern california, central california. they will help the fog. but we need a little bit of an omph and that will not happen until tomorrow. 62 out of fairfield with a north wind. a little bit of an easterly breeze inland. kind of a component of a westerly. it is coming up the coast and tomorrow some coastal temperatures will drop a good 15 degrees temperature today sunshine and warm. maybe late sea breeze by the coast but inland probably won't matter. probably not record setting territory. we need to be close to 90 degrees. temperatures continue to be in the 80s away from the coast. upper 70s and low 80s near the bay. and 70 near the waters edge. inland temps start to come down. wednesday into thursday it

welcome back. time now 6:55. look at this. a lot of people living along the mississippi river in the midwest expecting even more heavy rain today. that is after disastrous springtime flooding that has caused at least three death there is. look at the car. this morning emergency crews are trying to hold back the flood waters which have ravaged several states. in other news we have breaking news. six people have just been killed. a gunman started shooting outside of a department store. one of the victims is a teenage girl. now the details are just coming in. the man was trying to rob a gun store when the shooting
